Dog Rain Coats

Have you ever just wanted to give up on most dog owners?
Today, on my way out of Wal-Mart, I saw a Schnauzer tied up to a post outside of the store. It was in a sit, just hanging out outside of the store. It also happened to be pouring down rain, and the dog's lead wasn't long enough to allow it to get to shelter. It infuriated me because 1) the dog could have easily been stolen by someone and 2) the dog was so cold that it was shaking (it's about 48 degrees F here today). I went in to the pet department, bought a towel and a padded dog rain coat, and took care of the dog. Half of me wanted to stay there and slap it's owner, but I didn't really wanna go to jail for assault at 30 weeks pregnant. Yesterday on our evening walk, we came across a woman who was walking her dog. This dog was obviously a Bichon Frise. She asked if her dog could greet us, as they were working on training and I said no problem, and was amazed at the fact that she was actually trying to train her dog. I reached down and pet the dog. I have seen several Bichon in my lifetime, know a couple of people who own them. I know what they look and feel like. Curly fluffball hair, double coat, etc. I said "she is a very pretty Bichon" the woman looks at me like an idiot and says "no she's a purebred Maltese" I just looked at her like are you crazy? No purebred maltese is gonna have hair that curly. They have single coats, and straight silky hair. I own one, I know! I just smiled at the woman and continued on our way. Do you ever have days when you just give up on people in general? Legit: What's the dumbest thing you have ever seen from a dog owner?

Is ripstop nylon water proof or water resistant? Any other water resistant material?
I want to make a dog rain coat and can't find any material that is waterproof or resistant.. Ultimately I would like to use oil canvas but there are so few options in that material. Any ideas?
